I need a good free PDF converter that can do the job with Word documents.

When I worked as a clerk I used the "by default" extension within Microsft Word.
Here is explained (only have to install that extension which is linked on the text):

And everything is done inside Word, so I think you can not find better compatibility.

I know people here don't like google, but in a pinch you could just copy it to google docs, which lets you print to pdf
