Distort a supersaw. Add a long reverb. Highpass at around 150Hz. Boost alot around 500 ("honk or "boxiness"). Lowpass at around 4kHz.
It also seems to be whitenoise on top of it, layered/stacked over it (like the noise sweeps that comes in later).

You can also EQ the supersaw before it goes to the reverb, and boost 500, attenuate 3kHz, highpass and lowpass. You can also saturate post reverb to get a more compressed, juicy and harmonically rich reverb.

Do you know what that is samsome? It's a ship horn! Get it here. Then cut after the fade-in and pitch it down in your DAW.

Second best could be to grab a brass stab, but why make it more difficult?
