I would say, Ableton Live are the No.1 for handling with Loops.

I'm having problem naming a DAW that is not suitable for working with loops.
Ableton Live, Cubase, Bitwig, Reaper, Studio One, etc all do a great job. Even the obnoxious Pro Tools.

depending on how you want to use loops also could be a factor if you want to just stitch loops together to make a backing track then Acid would be my advice. (it's really easy to use)
anything more complicated go with Ableton if you wanna at some point start using VSTi or live recording Cubase or studio one or similar would be the call.

For games, the "industry standard" is Wwise, which is very good by the way.

Cubendo. Which? Depends on your needs, nuendo is top notch for games in feature wise. Cubase will do the job too, but might need some 3rd party plugin

    Why strange?
I use to compose all my music, and not thinking in loops when doing this. In fact I've tried my best to avoid thinking in loops while composing.
And now, they want to hire me to compose loops

And others opinions are always enlightening, what ever one believe he already know...

    I miss expressed my question.
I'm not talking about re-using existing loops, I never do that.

I'm looking for a DAW in which I could decide of a length of a part, put it in loop and record, and be able to overdub while looping and listening to what I've entered before. All will be midi.
I'll be creating the audio loops myself.
Similar to the way you can record on some hardware beatboxes.

As a negative example, if i do this with reaper it does not work, because it consider each turn as a new take.

i've used ableton before to make music loops for games - i had to mix down the midi mockup and open the mixed down .wav in a new project and cut the reverb tail and add it to the front - then i had to add a subtle volume fade to the beginning and end of each loop somewhere between zoomed in around the 1/1024-1/4096 point - adding a fade there so you couldn't hear a glitch or drop out when the loop started over in the game.. since the wav ended up being an ogg for the game, i had to experiment with the crossfades to get it to be seamless. i noticed the more bass my song uses, the more chance of a glitch when the loop reset so i've even eq'd out the bass around the beginning and ending of the song to remedy this(nobody notices in a mobile game anyway). that's just my experience. perhaps a different daw would be better but who knows, ableton worked great for me.

Not a DAW but sugar bytes effectrix is a great vst fx tool for working with loops. You can add variations from subtle to bonkers without rendering to audio or loading loops in. Like dblue glitch but much more usable and less obvious...

if i get you right, you are more of a recording track by track musician...
a couple of weeks ago i came acros the live looper from zenAudio and it looked very nice,a hybrid between daw and looper with midi and vst/au support....look for the video or the manual link...

    it looks promising

Now that your question is clearer, I can tell you that all the daws I´ve tried aren´t capable of do what you want, all behave like Reaper, as you said. I´ve fogotten to work Midi loops and just do Audio with Amplitube 4 or Guitar Rig. And use them a lot for that. Sorry Oly.
