    First video: filter it (cutting out lows and some highs) and then distort it. It has its focus on the upper mids, where it also breaks/distorts.

    Second video: Just pitch it/vocal down and put a highpass filter on it (or bandpass).
    You could also add a speaker impulse in a convolution reverb to make it sound as if it comes (or partly) from a small speaker.
