Which is better (assuming mixing at low levels and good speakers)

    a) Two sets of speakers in an UNtreated room

    b) One set of speakers in a Treated room

    Hi,

By far one set of speakers in a treated room. Mixing in an treated room is so much better ! Get one set of speakers and save some money for DIY acoustic panels instead. Believe me, you'll thank me for giving you that advice !!!
I can even predict you'll save some money. A good pair a speakers will definitely cost more money than DIY acoustic panels for your room. Depending on the size of it but I assume you have a small to medium room to treat.

Treatment in your room is a must-have.
Always consider improving your room first before you consider speaker upgrades.

Acoustic panels, fiber glass/rockwool stuff etc.
Back (rear) wall with diffusers in many cases.
Carpet on the floor, absorbers(foam) max thickness with relief like pyramid is a good extra.
Bass traps in all corners, from floor up to ceiling.
These should work in 70% cases, it is not a rule, but usually it is this way. Experiment with your room.
More treatment - better. More correct ways of setting treatment - almost super. With measurements, calibrations, etc - closer to pro.

    Then speakers, dac, wires. Headphones...

Yeah, humans (flesh, skin, bones, cavities, etc) with clothes on is one of the most absorbant "things" (high SAC/Sabine value). :)

Carpet, not carpenter( my phone keyboard is shitty. I don't know about carpets in your countries, but our Russian carpets give super results, better than foams. So it is better than just floor. It reflects less.
Carpenters are worse imho with their skin, bones, hair and wear..but still :D
