I guess elecro magnetic interference from pc components (or even monitor, try turning the screen off and scrolling on a web page to see if it still occurs), or probably grounding issues.
Also try a different power socket. Don't waste money on stuff that clearly can't get rid of the issue unless you've diagnosed where it comes from.
