This may be a pain to implement, If it is forget about it.

My suggestion is when starting a new topic have the rules pop up before you can post.

Might cut down on the idiots that post all the requests. Just a thought.

 

If they don't read 3 lines of the rules at the beginning then don't expect idiots will read anything which is hard to understand Probably they will think that this pop up with some letters is spam

That would be very annoying for people who post a lot, because they'd have to click through the rules every time.

You could make use of the whitespace underneath the sign-in form, though. If you put a big 'no requests for warez, please!' there.

But you know what, people would still ask for them. :D
