Here is a free vsti and pretty sure there is a Ilia Efimov version and in the Native Instruments Eastern Flutes, East West Silk, Ethnic World Collection etc

Definitely a Duduk. As stated by Beth, Ilya Efimov has one, Native Instruments, EW, Ethnic World Collection (Best Service), etc. You can probably even find them in soundfonts.
