Have you tried executing the installer as administrator? That could be a solution.
Another thing: I've noticed that the route you have chosen. Maybe that particular file has not been properly unpacked for installation because the route (folder names and file name) is TOO LONG. Try shortening the name of the main folder from which you're trying to install Ableton from BEFORE you decompress it (That is, don't use "Ableton_9.7.4_64" as the name of the folder to unpack to. When unpacking the .rar file, don't use the option "Unrar to Ableton_9.7.4_64" - That would create a folder with that "Ableton....." name, and inside it all the other folders and subfolders will be unpacked, and that may be the source of the problem. Instead, create a folder with a short name first (For instance, just "A" or "Abl" on your drive). Then double click on the rar file and choose the folder "A" (or Abl) as your extraction folder and try installing from that folder. That would shorten the lenght of your route to the file and maybe that way that missing file will be unpacked properly.

@odelay is on it: the path name is too long.

Rename it to something shorter and try again.

    Second option:
Go to the file/folder that cannot be accessed, right click on it, go to security, click edit, click add, add the username you are using to install live.

    Third option:
