The effect is known as volume automation, gapper, stutter, tremolo (saw), step-gate, trancegate, tempo-synced stepgate, etc

Geez! You record a female vocalist singing. You will be the one recording her (hopefully, so you can instruct, aid, produce, etc).

Simple stutter/glitch effect. There are tons of plug-ins available to make this.

If I will change formants slightly in Melodyne I probably can get this girl vocal. I don't know much about it. Maybe you can instruct me
But listen this track, this guy recorded himself, then did some processing and got this nice girl "Ahhhaahha" melody

 

Ofc you can pitch-shift and formant it in Melodyne to resemblance a female, but it will not sound as good as having a female vocalist (as in your OP example).

Except formant and pitch (and occasional falsetto)? No, I don't think so.

I do love vocoders, speech synthesis, granular morphing between two sources. But a voice is the most recognizable instrument there is. If you want a female vocalist you usually get a female vocalist.
