Does anyone know any VST's that can create the exact same Scatter / Echo effect in this youtube video ?, thanks.

you dont need a vst , all you do is zoom in on the track copy and paste tiny segments.

the effect is called granular delay there are vst though i like to do it manually or use hardware to do it here is some hardware for it too
