If you want varispeed static-rate stretch in a DAW, reaper & audition can do it. But since you didn't say WHICH DAW, we can't help you further. If you want to stretch anything more than a few secs, you NEED DAW support, because VSTs can't have infinite buffer.

Oh, and if you want it on master, not specifically trying to be a reaper evangelist here (but I use it so),

reaper offers a rate-change thing for the entire project, which seems to be obeyed during render (times & clips will stay in place, but you can hear it). But what's your intention? Is it to slowdown the audio for practice/recording, or you you want your whole song to be effected for artistic reasons? Someting else?

FOr other DAWs, you MAY need to render it to a new file (most likely).
