Some one please tell me how to get this kind of sounds. I have been wanting to buy something that will make sounds like this so I can make that smooth drake style of a beat.

use the link to hear the sound I'm talking about. the sound comes in at 11 seconds into the video. I really need this sound please help. Let me know what programs I can use to make these sounds or if I am better off buying a certain keyboard.

Pretty much any vst, Alchemy, Sylenth, Nexus, anything really. Just click through the Pad presets and you'll find something like that REAL quick.

I used sylenth1 to make a similar main sound (well almost ) , you only have to use another vst to add the sparkly phased effect (try zebra2 or harmor) .
Don't forget to add more effects (more reverb , delay , enhance)
