You program the arp, or use an arpeggiator.

 

I mean use arpeggiator, in sylenth1 on ect synth, you have arp preset in that song please give me the preset

Make a sine-ish pluck (lowpass filter envelope) and add some portamento/glide.

Load a single sine wave osc...or stack some saws, tri or trisaws. Doesn't really matter. Add a lowpass filter. Add an envelope to the lowpass cutoff, and turn down attack, turn up the decay (pluck tail) to taste and turn down (filter cutoff envelope) sustain and release to zero. Play around with cutoff start position and range/amount.

Add a bit of glide/portamento time, to emulate that "note-glide" effect.

Add EQ and compression to taste, as well as a reverb you feel is fitting to your track.

He literally gave you a recipe to make it, just put the ingredients together in the order he suggested in damn near any synth and it will work. Put in some minimal legwork if you want the results.

 

It looks to me like he wants you to go round to his house and make the preset for him.

 

Try this pattern. In grey is the kick. You also need a 1/8. delay.
