If you mean VST/VSTi - the answer is YES!
Even Elements supports this.. The max.count of VSTi's and tracks you can use differs from edition to edition

    Hello,

Yes, same thing, you can use VST from third parties in WaveLab Elements.

    Best regards,

simply drag the VST plugins (usually a file called blabla.dll) into the directory Steinberg/VSTplugins. CUBASE will find it by default then. Here is the path for a 64bit Cubase http://prntscr.com/agbh81. If you use a 32bit its Program Files (x86).
This is a simple example for effects, with no Installation procedure.

If the Plugin has a installation programm , just point it to the right path.

The limit afaik is 8 Plugins, which is enough to start with.
You should try to get a Magazine like Computer Music, they hand out alot of free Instrumentd and Effects. http://www.musicradar.com/computerm...-vst-au-plugin-instruments-and-effects-571808

Here is a comparison chart of Cubase 7, i think its similar for 8

Of course. Steinberg invented the VST format. Great DAW. I use the Pro version, and I adore it.
