    IrfanView. (Windows only)
It's very small, fast, quick and easy, has plenty of processing features, supports keyboard shortcuts, does batch processing and Photoshop plugin support if the on-board tools really aren't enough.
It has powerful screenshot features too.

Photoshop Elements is easy to get grips on but has many of it`s big brother.

I don't see why you'd scratch off Photoshop. It's top notch quality. Some might say the Pro Tools of image processing (ok, so I say). The learning curve is kind of steep, but once you get there, it does all you might ever need to do and some more. I find it counterproductive to learn the workflow of a lesser software only to become better at it and then realize you needed Photoshop in the first place.

Buy only 1 month for peanuts :) It's not expensive now as earlier, you can now pay licence for month or two, just to do some job...
But, you can use Picasa for simple editing and PS is not needed at all.
