Is there any? And I mean similar to Digirack's separate adjustments of left and right channel (like decay, modulation, filter, etc.).

the best i can come up with is FabFilter Timeless 2.

• you can set individual delay times per L/R channel
• you can set and modulate each channel's feedback and crossfeedback separately
• you can set a filter per channel and make changes and mods to them separately
• and you can modulate each channels delay amount separately too

i think this should have you covered!
its interface is a little different to most delay plugins, but it is a-maz-ing!

now the challenge is for someone to find you a cheaper alternative

 

It is a great delay indeed and its cost (€ 109) isn't that much for this kind of performance. The only problem, for my taste, is that it's a little bit complicated, kind of new school architecture. But nothing that cann't be solved with some reading about
