To say that these file are NOT stems, you'd have to redefine the term Stems then. They may have been reprocess to different bit depth for the purpose of the game production in terms of size/quality but by all necessary means, these ARE stems; Even if they were to be reprocess, that still doesn't take the collection of the tracks that make the record off the Stems definition. I have many of these stems files waaayyyy before Reddit/meggedu2's Mega link that are straight from the bounce down file off the studio they were recorded from. When I pull both meggedu2 files from Mega and mine inside of my DAW, there are ABSOLUTELY no difference on the bounce of the individual tracks.

Keep in mind that NOT the whole set of files from meggedu2's Mega links are from Rock Band, a good amount are "leaked" multi-tracks from other sources from the web and remix contests held on and posted from various websites. We can easily find the whole list of songs published on Rock Band, and it is easily obvious that meggedu2's link and Rock Band's list don't match each other toe to toe.
As far as the Rock Band's file themselves, that still makes no difference that they came from the game and not considered Stems. They weren't replayed by the bands or other artists for the purpose of the game; Think about it, The Beatles and Bob Marley & The Wailers definitely didn't regroup to re-record their songs! No, the labels licensed the actual original files from these recordings. All the extra crowd noise and various added FX (from Harmonix Music) are not included in the "rips".
When Axl Rose didn't want to have his songs in the game, he was against his label licensing the Stems files.

Here's the crazy part though, even if Harmonix Music (which produces Rock Band) was to have a band-for-hire replay all these songs, as soon as I get the converted collective bounce down WAV/OGG from the game and I can put it back in my DAW, guess what? THEY'D STILL BE CONSIDERED STEMS!!!

Now, "Studio Quality" that's very debatable and it depends on what you gonna do with them. Honestly, 95% of these files are usable and are golden for mash-up/remix artists out there. (5% reserve for the few I've yet to check on)
But again, I want to reinterate THEY ARE STEMS!!!
