    You can download the Apple Loops Utility SDK directly from Apple. Log in with your apple ID (if you don't have a developer account) or create a new dev account.

    https://developer.apple.com/downloads/

    Search for "loops".

    Later edit: Last update is 2009 though. Good news is it's still working under Yosemite.
