No, I have found that MP3 files tend to disintegrate when you try to manipulate them with regular effects like eq and compression - some very audible artifacts get produced. There just isn't enough bits or bit depths to recalculate.

i dont get why you would want to do that to begin with, if it's a mixdown of one of your own tracks it's sort of a waste of your track.

What do you want to know? mix on mp3 files? you mean like a dj mix? or do you want to know something about mastering with mp3 as target medium?

There are some things to consider.
I've wrote an article about this topic on my blog, you can find it here if you're interested in digging deeper:

i think logic has it's own uncompressed file format.
    .aif i think...
    What are you mixing on?

You can open .aif files on a pc with no problem.
    mp3s as stems are unacceptable.

Logic can export in .Aiff (which is basically wav for mac) AND .wav

as if a program aimed at the pro market would only export in mp3.

tell him to export it again properly.

it's called PCM on logic then select "wave"

i guess if your friend said logic was not capable to export uncompressed, he just started to use it, probably does loop based edm music which usually ends up bitcrushed anyway.
mp3 stems aretotally fine. if the exports were 320kbit/s mp3's u wouldnt notice much. imho wav or aiff is the way to go in my book

Of course one can re-master also MP3 files! I do it often when i find horrible sounding MP3s on the www.
But you'd better not expect astonishing sound qualities in MP3s.
You may search in Google for "Red Book Standard".

    Maybe.

MP3 doesn't have a fixed number of bits. It's just coefficients & what bitdepth you get out of it depends on your decoder & settings. Reaper decodes to 64bit fl.p , Audition decodes to 32bit fl.p.

RE artefacts, it depends on the bitrate and what DSPs you do. For some FX, MP3 may be fine, for others, perhaps not.

I agree. But sometimes you have stems that aren't available in any other format and you can't get in any other format because you don't have direct contact with the artist.

Sure, but this isn't a remix competition we're talking about and if it were, you would only use a fraction and mash it up anyhow :)
