They don't differ at any time. just peoples terms.

"soundbank" would refer to a file containing multiple presets/patches

so say you get 2 different types for sylenth a preset individual sound and a soundbank containing multiple presets.

    None they're interchangeable,

However after rationally thinking about it, the super correct use for them for them would be a synth or piece of hardware with settings you want to recall later would be a preset. a patch would be like the cheesy sounds on those beginner Yamaha keyboard which you can't edit.

    Preset -> store, edit, recall
Patch -> Not editable/overwrite-able aka factory set

But still, in todays context they're interchangeable unless you want to be a vocab snob.

1 thing to consider is the language of the term. PREsets, They normally are the PRE installed ones , where as Patches are the user saved one BUT as you can read in MYCbeats post and my original answer. It's all the same, Really it does come down to the way a certain company names their shit. I however like to think of presets as being a factory installed patch that someone else made so I can get a feel for the synth, and patches being what I do and save, but at the end of the day. It's all the same thing. I think you would have better luck figuring the difference between a whore and slut

They both begin with a P, have seven letters, and end with a S.

Patch - originates from analog modular synthesisers. Discrete modules (VCO, VCF, VCA, EG, LFO etc.) are connected with 'patch cords'.
Patches in the traditional form cannot be saved or recalled. Even with current modular synth hardware eg. Doepfer.

This term has carried over to VST synths. But usually the modules and architecture of VST synths is pre-configured by the designer. The exception being patchable and semi-modular VST synths. Some examples:
    u-he - Bazille, ACE
    g200kg - Kamiooka
    Arturia - Modular V, Arp 2600 V
    Madrona Labs - Aalto
    XILS-lab - XILS 3
    XSRDO - Patchwork Modular System
    Applied Acous
    tic systems - Tassman

Preset - came about from when technology allowed the saving and recalling of patches. First with hybrid analog synths which were microprocessor / digital controlled analog voice hardware, then completely digital synths eg. Yamaha FM's, Wavetable, ROM'plers etc.

So... when referring to the programs for VST synths, it's up to the user what to call them. But keep in mind the history behind these terms.
You might want to give them different names depending on the type of VST synth it is, eg. a VA recreation of old analog hardware = patches, or Presets for Sylenth.
