I'm sorry but I wouldn't call it a very comprehensive list of free plugins. it's not even close to being a comprehensive list. I personally have and use at least 10x that.

VST4free, VSTplanet, VSTwarehouse even host some old, not available for download any more, but really useful plugins. One can spend hours if not days just downloading free plugins and testing them from the VST4free website... aah good old times.

they don't even look as legit resellers ...

That is because there are not resellers. Splcie.com is a very well known site that allows cloud collaboration, and sharing. In fact, many well known Artist upload projects there. The free plugs are just one of many things they offer
