Where did you read it was free ?
Royalty-free means you don't have to credit or pay anything if you're goin' to use the sound in commercially released tune.
(ok it's weird to claim royalty free on a preset pack, usually it's more on samples and photos)

 

I've never heard of royalties on presets. That's just silly.
