    I hope I understood your question *yes* and I reckon this "Always on Top" thing is universal to the Cubase interface so it doesn't really matter...

    Easy. Whenever you open the VST instruments panel (F11) just press anywhere inside of the panel and check the option where it says "Always on top"...
