      Excuse me!!! I just saw your message...
      Any por DAW can make it. Even audio editors like Sound Forge. But the easiest way is using a plug-in called Plug-In Alliance Maag EQ4.

      Best for what? EQing at 40KHz? If it's with the trick I meantioned about slowing down to half speed, EQing at 20KHz and repitching to normal, *ANY* decent DAW will do it properly. It's not rocket science :)
