They are syncrosoft encrypted packages and we won't be able to just unpack them.
For breaking the encryption it's really another story. Trying to break a decent encryption by bruteforce measures is almost impossible. It depends on type of encrytion, length and complexity of the key.
The only thing that might help would be the encryption key. Steinberg will be very careful with these.

Check here how long it would take to crack a key of 12 digits containing upper/lower case and special characters (!$§...):

Interesting... Wouldn't the encryption key need to be somewhere inside Cubase / Nuendo for them to decrypt the files?
If so, perhaps the key can be extracted from there. I have no idea how this all works, just spitballin'.

I would think there has to be a way, because like you said,
"Wouldn't the encryption key need to be somewhere inside Cubase / Nuendo for them to decrypt the files?"
I have Cubase, and they show up there as folders and audio files in the folders, is there any way to export them as audio files using Cubase or some other Steinberg program?
    Thanx

I don't think its that easy.
First thing would be to find where the encryption key is inside a software binary and the encrytion key may be encrypted itself. Its key could be extracted from a serial number, for example, so that it does not necessarily have to be in the software. Or the software does a request on the Steinberg server or if present on the eLicenser. There are endless possibilities.

There are reasons why states would prefer to ban strong encryption.

.vstsound files are usually Steinberg content containers, not normal ZIP/RAR archives, so renaming them won’t help. In practice, you generally don’t “unpack” them directly anymore; you install or register them with Steinberg’s Library Manager and then access the content from supported Steinberg products

    What works now
    • Install Steinberg’s Library Manager and use it to register the .vstsound file in place or move it into the proper VST Sound content location.

    • If the file belongs to a Steinberg instrument or library, open the matching host/plugin and load the content there; these files are meant to be used by Steinberg software rather than extracted like archives.

    • If your goal is to get the raw audio out, some users load the content in Cubase/HALion and then export or bounce the audio from the plugin, since direct file extraction is not the intended workflow.
    Practical options
    • Use Library Manager to register the library.

    • Use HALion / Cubase / the matching Steinberg instrument to access the sounds.

    • If you only need samples, try rendering or exporting from the plugin after loading the content.
    Important caveat
If the .vstsound file is from a third-party library, extraction may be intentionally blocked by the vendor’s packaging, so there may be no legitimate “unpack to folder” method at all.

once you load the first one from the Groove Agent or Backbone data sets, it should actually load the rest of them at the same time. You might think they are something you need to do something with, or extra files. "Adding them" does not give any feedback or error message; in which case they are already done.
