Don't you have robot that can sine wave with some noise, with slight noiseLFO on pitch?

 

I think he means a metal whistle, like a football referee or as used in Salsa/Latin/Disco. Think of Donna Summer's "Bad Girls"....

Surprisingly there's very few whistle sample libraries, "human" whistles yes, but not metal whistles.
