I have Waves R2R version 2025.08.20. Everything worked great I had cleared all old waves files from my PC. Followed the steps and it works i got 13 plugins from waves not in demo mode I was happy. Now I go to waves central and its 100% empty after clicking on offline installer. Install products? empty... Settings clear cache in central? Cleanup failed...

Was wondering if anyone had a solution for this??

If the R2R installation doesn't work please go to Team V.R and install it according to the instructions below:
    Waves Ultimate 16 v25.08.25 Incl V.R Patch WiN [(Incl V.R Patch) | 25 August 2025 | 7.6 GB]

Thanks to User @samplechild, for the Instructions:

So folks think, "Oohps, I need to be on-line for this to work. So folks use the R2R version which does not work unfortunately. R2R has the experience with other cool stuff. R2R is now getting into crackin Waves software. VR has been doing it for quite some time.
I have rewritten the VR instructions. And this works perfectly:

    1. Install Waves Central and Run.
    2. Uninstall previous versions and run Fix Permissions from Waves Central Settings.
3a. Go online, Login to Waves, If you want Studio Verse.
You only go online if you want Sudio Verse!!
3b. We go full off-line. Select Offline Installer and Click "the waves icon in the installation folder on your desktop".
Next Install from this Offline Installer that is in your downloaded folder on your desktop.
    4. Browse the Waves folder you downloaded.
    5. Select Waves Ultimate or any other plugins and applications and select Install (Uncheck SD/HD).
    6. Run V.R Patch
    7. Reboot
    8. Load StudioRack and login to Waves to use Studio Verse.
Again, you only go online if you want Studio Verse.
    9 Done.

Deleting this folder you used during installation is usually why your offline installer will not show anything:
    4. Browse the Waves folder you downloaded.

Not sure if this is gonna help, but there is one important thing that finds no attention in the install instructions: you need to save the whole waves folder on your desktop (or within any other folder on your OS volume), especially for the istallation process (if desired, you can move it to an external device later).
At least for me, it solved all offline installation complications at once.

So I followed every one's steps here. I did a clean wipe of all waves folders and waveshells in all locations then did the VR version..... IT WORKS! So thank you... now here lies the problem... I installed new waves plugs and they arent showing up on the scan at all..... was wondering why? What's going wrong now.... I have the whole waves folder on my desktop as well and was going to symlink it

Not sure, since I'm on a mac --> I had to use the AUregUtility before plugins showed up in the DAW. Possibly, there's a similar step to make on Windows / for VST?

I asked the AI, maybe that will help you, but I can't guarantee that it will work?
Congrats on getting the VR version up and running after that clean wipe—that's a huge win, especially with Waves being notoriously finicky. The fact that your original plugins are scanning fine suggests the core setup (Waves Central, paths, and DAW rescan) is solid, but new installs often trip over incomplete activation, version mismatches, or scan oversights. I'll walk you through the most likely culprits and fixes based on common reports from Waves users. We'll start simple and escalate if needed. (Assuming Windows here since symlinks are more common there, but let me know if you're on Mac.)

    Quick Checks Before Diving In
    • Restart everything: Close Waves Central, your DAW, and reboot your PC. Waves sometimes needs a full reset to "see" new files.
    • Confirm installation paths: New plugins should land in the same folder as your working ones, e.g., C:\Program Files (x86)\Waves\Plug-Ins V15 (or whatever version your VR setup uses—check in Waves Central under Settings > Install Destinations). Peek in there: Do you see new .dll or .bundle files for the added plugins? If not, the install didn't complete properly.
    • Run Waves Central as admin: Right-click Waves Central > Run as administrator. This fixes permission hiccups on new installs.
Step 1: Reinstall the New Plugins Properly
Your "new waves plugs" might not have installed fully, or they could be in demo mode (no license). In Waves Central:

    1. Log in (ensure internet is on for license checks).
    2. Go to Install Products (left sidebar).
    3. Under "My Products," uncheck everything, then re-check only the new plugins/bundles.
    4. On the right, select your install location (match your existing VR version—e.g., V15).
    5. Hit Install. Watch for errors like "Installation failed" or "Permission issue"—if you see those, free up 4GB+ on your system drive and try again.
    6. Once done, go to Licenses tab > Connected Devices > Expand your PC > Ensure the new plugins show as activated. If they're in "Not Activated," click Activate.
    If install fails repeatedly:

    • Update Waves Central: Download the latest from waves.com/downloads (VR should be compatible with current versions).
    • Clear caches: Press Win+R, type %appdata%, hit Enter > Waves Audio > Delete "Caches" and "Preferences" folders. Relaunch Central.
Step 2: Force a Fresh Scan in Waves Central and Your DAW
Waves Central has its own "scan" for verification, separate from your DAW's plugin manager. New plugins won't show until both are happy.

    • In Waves Central:
      1. After reinstall, go to Settings (gear icon) > Check "Scan for Updates" or run a manual repair: Install Products > Select all > Change action to "Repair."
      2. If nothing, quit Central, delete the caches again (as above), and relaunch.
    • In Your DAW (e.g., if it's Ableton, FL Studio, Logic, etc.):
      1. Open Preferences > Plugins/VST tab.
      2. Enable Rescan previously verified plugins (crucial for Waves—new ones hide without this) and Verify plugins (catches errors).
      3. Add/confirm the Waves path if it's not there (e.g., the Plug-Ins V15 folder).
      4. Hit Scan/Rescan. It might take 5-10 mins; ignore any WaveShell warnings (that's normal for Waves).
      5. Restart DAW. Test-insert a new plugin on a track.
If you see only a "WaveShell" entry instead of individual plugins: Run the scan again with "Rescan previously verified" on—this unpacks them.

Step 3: About That Symlink Plan (Proceed with Caution)
Having the whole Waves folder on your desktop is smart for backups/portability, but symlinking it to the system path (e.g., C:\Program Files (x86)\Waves) can backfire hard with Waves installs and scans. Waves Central expects direct file access—no symlinks/junctions—for license verification and updates. Users report:

    • Installs failing mid-way.
    • Scans skipping files (your exact issue).
    • DAWs crashing or showing "plugin not found."
If you still want to try (for space reasons):

    1. Don't symlink the entire Plug-Ins folder yet—test with just the new plugins' subfolder first.
    2. Use Command Prompt (as admin): mklink /D "C:\Program Files (x86)\Waves\Plug-Ins V15\NewPluginSubfolder" "C:\Users\YourName\Desktop\WavesFolder\NewPluginSubfolder"
    3. Rescan as in Step 2.
    4. If it flakes out (likely), delete the symlink (rmdir in CMD) and copy files directly instead.
Better alternative: Install directly to your desktop/custom path via Waves Central Settings > Change Install Destination. Then point your DAW's plugin manager there. Avoids symlink drama.

If Nothing Works: Nuclear Option (But You've Done This Before)
Since you wiped everything successfully once:

    1. In Waves Central: Install Products > Select new plugins > Uninstall.
    2. Run the official Waves Uninstaller (in Applications > Waves > Utilities on Mac, or download from support).
    3. Reboot, reinstall only the new plugins (keep originals intact).
    4. Rescan.
This matches reports from folks with VR setups—half-installed new packs often need a targeted wipe.

Hit me with your OS, DAW, exact error in Central (if any), and what "scan" you're running (Central or DAW?). We can narrow it further. You'll have those new plugs firing soon—Waves is a pain, but worth it.
