The video in the youtube link from your post is made with "Adobe After Effects" with the "Mocarg Audio React Template". And for that:
Optical Flares and Trapcode Particular plug ins are needed (used in After Effects).
Its mentioned in the comments of one of their videos on youtube.

 

try videohive.net. They have a shitload of after effects templates and stock footage to work with. Over all it is really really cheap because of different licensing models. If you just wanna advertise your music, you can grab the small license and have a pro looking and legit yt vid for less than 50 bucks (a little work presumed)
