Let's say you have 20 sound effects, each lasting between 1 and 5 seconds, with different volumes. How can you match the volume for all of them? I've tried everything, including compressors, limiters, auto-gain, and many more, but it's nearly impossible to get everything leveled due to the short length of the samples. Even if you normalize the volume or loudness, it doesn't work. Some are still louder than others.

 

What DAW do you use?
Many DAWs allow you to make each sample louder or quieter by lowering the volume in the samples themselves.

It would be tricky to expect to "normalise" the timbre of certain sounds due to how the ears inbuilt EQ. See Fletcher-Munson curve and equal loudness curves.

 

A very flat sounding listening system helps here. Then one only needs the volume fader or knob.

 

You could make sure each sample was it's own item, place a vu meter on the track and adjust each sample's trim level to read the same on the vu.
