Awesome thanks! That track was released in 1994 so that narrows down the search even more!

Now I’m wondering if it’s came from a Sample CD, hmmm

Yeah so that’s pretty much how I’ve been narrowing it down, but also using Discogs to find vinyls that had an acapella version on too as it’s a clear vocal with no drums etc

kinda of an update: it is a composed sample: part of it is from ragga twins' spliffhead and the other (main part of the audio) seems to be from song called rock to the beat... which i cannot figure out correctly. so in conclussion, the best chance is what i got you tbh ahahhahahah

The RM Project version is again a 4/4 club mix. This RM Project one is earlier, from 94. Maybe it was recorded for the track, but I still think it is a sample. It's chopped up.

Ragga Twins Spliffhead for the vocal.

The breakbeat they used is Intelligent Hoodlum - Arrest the President

the backing vocals are from the ragga twins if i'm not mistaken, but the main line is what i don't know about but it says ''rock to the beat'', hence why OP's best possibility is to just chop the vocals from RMP's song

It's definitely not an easy one, because with the RedCat copy, it has to be from 94 or earlier. There were not all that many sample cds at the time, so it's almost always something pretty well known for producers of other genres to use the samples. It doesn't help that "rock to the beat" and "rewind selecta" are not exactly the most original lyrical content. The breakbeat is easier because of that high pitched whining sound.

My take on it... I think it is
Cutback Feat Federal - Rock To The Rhythm
    from 1995

on the dub plate there is a track called "Cutback Feat Federal - Rock To The Rhythm (Fedapella)" which is the acapella
could not get any infos on the fly who federal is? has it something to do with the legendary Kingston based label Federal Recordings founded by Ken Khouri?

I have found the sample/acapella on a pack called Coollider Acapellas Vol. 3

    [Edit]
... looks like Federal is also called Prince Malachi, born Mark Wynter, 1969, London
    https://www.discogs.com/de/artist/226354-Prince-Malachi

"He adopted the stagename Federal and worked as a deejay, performing on UK Sound systems such as Gemini, Fatman, Sir Coxsone, and Java during the 1980s" (from wiki)

    I guess it's him :)

That's an interesting theory, but the only issue is that the following track uses that sample too and its from 1994

my ears aren't what they used to be (what is?) but I'm gonna guess Ethel Merman.

notice the similiar ennuciation and phrasing..
