Er, 1.7.3 from stash is 50% the size of 1.7.1 or 1.7.0, looks completely different in an editor and doesn't work here...

Yep, Stash doesn't seem to like .zip archives.
Follow the instructions on the stash: extract the downloaded file, then follow the instructions in the README it contains.

 

[wisenheimer mode=on] I added .zip as a file extension (which was necessary (here) to extract it) and copied the folder to AppData\Roaming\REAPER\Effects\meters\ [/wisenheimer mode].

Maybe there's room for 1.7.4b? When Peak Display Hold set to Max, the current value can exceed the max value.
