How to make it sound like in 02:42 until 02:46?
At those timings, the music becomes like a tape slowed down.

you can check this plugin from unfiltered audio
at 2:33 its the same slow down like in your track

Try waves vinyl, Or tape stop By kilohearts. Its just a brake effect which most of tape/vinyl emulations have. U can do it with native plugins too what Daw are u using.

 

Pitch envelope. Tape-stop. etc. Different names, same effect.

TapeStop is a plugin without GUI and I run it in Ableton

 

A good source of these tape, cd, vinyl stop button effects is the Remix FX plugin in Logic. If you check out this plugin a few times, you will realize that you hear it used everywhere. It was included as new in the 10.5 update. Just some more tricks
