I think Audiobro's Scoring Strings (LASS, MSS) has the most complete control for legato. MSS also has the Legato expansion (60 GB) for all the articulations.

take a look at cinematic studio strings and spitfire audio symphonic strings

CSS, HOOPUS is enough for me .. you may add another library though, anyway there's no one size fits all .. :D

HWO Strings (and HWO Opus in general) has some FANTASTIC legatos if you don't mind the subscription fee/one year rent fee.
You can "get" the PLAY! version buuuuut the Opus version is SIGNIFICANTLY better.

Tricky one. IMO, there isn't one string library that can get you an epic tone AND guarantee powerful legatos, some of them will do the trick on long notes but will sound weird on shorts, or the other way around, or maybe they'll work fine for both but they'll sound too small, or too big, or lack definition.

WHO strings and Cinesamples strings are the most consistent on that aspect i think, but if you're really picky you'll probably have to layer libs anyway.

If I want to exaggerate I layer HWO on top of Iconica (both Sections & Players and Ensembles) and they complement each other really well.

    What's layering libraries? How so?

A library's size has NOTHING to do with its quality. If it did then modern VSL would be actually good..

PLAY version is fine, OPUS one has been enhanced and the OPUS player itself is significantly better than PLAY (though play is nowhere near as bad as people make it out to be)

I ment blending, or combining, as in using more than one library at the same time, or grabing some elements from one library and using them in combination or replacement on another library. I just use the word "layering" because of the way i use this library combination thing it's just easier for me to visualize it :).

The tricky part is finding two or more libraries that work well together.

I think the native instruments stradivary collection has really amazing strings.
If you look for easy solutions maybe go for Action strings
