if i understand your question correctly then the answer is a big no,
if anything, the person mastering the track should let you know theres a clicking sound so you can send him fixed mixes to master

    No.
    What do you mean?

Mastering is quality control, where clicks will be removed if they are discovered.

If someone "mastered" your stuff and sent it to you with clicks they suck. They suck ass. And if you did it stop thinking you can master.

ozone 9 by izotope is a complete mastering tool but i think it doesn't have an option to remove clicks...they have something called RX 9 for that? which i don't understand why its separate

Because RX is a NR (noise reduction) tool and Ozone is a mastering tool. Both can be used in mastering, if needed. But RX is not neccessarily a "mastering tool". Most of the time mixes don't have clicks in them.
If the mix file has clicks then the mixing engineered fucked up. If the master file has clicks the mastering engineer fucked up.

My two cents. What it sounds like to me is someone trying to master too loud, and the "clicking" is "clipping". Often this can be a light crackle in the highs, or straight distortion. Tell them the loudness wars are over and you don't have to master right up to the red line. You can go -6db under the red and still be plenty loud with no crackling or clicking.

Edit: Waves L2 with out celing anywhere from -2 to -6, or ANY limiter. No clicking.

If i got it right the clicks only appear after the master? If so, a few things that comes to mind:
-You're stressing the CPU too much. Usually rendering offline takes care of that, but depending on your daw some clicks may slip through anyway.
-You're stressing the CPU too much and you're rendering online.
    -You're clipping the master.
-You have a plugin on the master (i.e. vinyl emulation), and the clicks are part of it.

Mastering can cause clicking sounds (if your music is being mastered by an idiot.) People who try to push their music so hard until it can no longer get any louder are absolutely tragic and you should either a) not do this, or 2) do not give your music to someone who will do this.

Rule of thumb: If the mastering causes clicking, the mastering sucks.
