a lot of producers record at 15/30 inch per second tape, then slow it down to manipulate the timbre/ pitch.

can this be done with plugins?

I use studio one which has it's own native time stretch algorithm afaik

I have a couple of saturation vsts that replicate tape flutter etc

The thing with Varispeed (changing speed and pitch at the same time) it's that it's not really a real time effect, you have to render it.
Try to use the Studio One Inspector’s Speedup and Tune parameters to sorta simulate a Varispeed effect.
Other DAWs have algorithms and plugins for this (think Pro Tools' Varispeed and Vari-fi or Logic's Flex Time)

    Waves - Kramer Master Tape

Developed in association with Eddie Kramer, the Kramer Master Tape plugin is modeled on a rare vintage 1/4" reel-to-reel machine. With adjustable tape speed, bias, flux, wow & flutter, and noise parameters, the Kramer Master Tape provides comprehensive control over the contours of your sound.

And to top it off, we’ve added a flexible slap & feedback delay, ideal for rock, dance, dub, you name it. For recording, mixing, mastering, and more, bring the richness and warmth of real tape saturation to your DAW with the Kramer Master Tape plugin.

AFAIK these Waves plugins- while offering a Tape Speed funcion - don't actually change the audio clip's pitch and speed, just alter the frequency response

Also you can do it for free in Audacity using the Change Speed effect OR the Playback Speed slider on the main interface.

Sugar Bytes have 3 pretty good ones. Turnado, Effectrix and my personal favourite, Looperator.

I would definitely recommend if you're looking for out-of-box tape stop.

If I'm understanding OP properly this can't be done with a plugin*

I wondered about a good solution a while back and never found a proper one, I ended up using the sample rate convert in Sound Forge to achieve this. So get audio in at 44.1kHz, resample using "set sample rate only" to 22kHz, then resample back to 44.1kHz again this time actually resampling.

Awful lot of twiddling, but at least it worked.

*) Exception being a looper with a long buffer and a variable speed control, but these are way hard to control

yp, me too.. not really sure that I understand what's OP's exact intention

anyway, to add to the time manipulation plugins:
Cableguys' Shaperbox 2 (Time module) or Image Line Gross Beat

    The Tiger is on it.

    Tape stop or tape slow.

You can also accomplish the same thing by using wrap markers and changing the BPM up or down to suit what you want
and letting pitch drift rather than be adjusted. If your timing is tight this might work better than tape if you timing is off just use % based increase decreases. Every DAW I can think of can do this varispeed effect as well as automate it.

    Slate Digital Virtual Tape Collection
    Mac/PC | VST/AU/AAX | from $14.99 annual

This one has a choice of multitrack or stereo deck, two different tape formulations, 15 or 30ips tape speeds and three bias settings. Then there are the obligatory spinning tape reels! VTC can be gentle and transparent at restrained settings, or audibly distorted when driven hard.

If you use Reaper you just need to automate your playback rate. I do it all the time, the results are fantastic.

    Doesn't work.

If OP is asking how to reduce the playback speed just a bit, playback rate (without pitch compensation) is the way to go. Or render and timestretch it (of course again without pitch ...).
