It depends on how/what you understand by Spiccato,
and then what the Library producers/players understand..

For instance, the most tasty and characterful Spiccato I can think of is that of LASS2..

It's hard to put in words, but is certainly the most characterful and expressive thing, (specially on Cello)
which can be perfect for certain styles/moods.

Most other libraries have a very different sound for Spiccato,
often being more like Light Shorts, or Light/Soft staccato.

For instance Spitfire Symphonic strings have no Staccato,
and only have Spiccato in the style of Light Shorts, plus a selection of different Shorts for the Staccs..

And that's very bad because then,
their Spiccato does not work as either a Spiccato (lacking Character) nor as Staccato (not intense enough, not digging).

The same can be said of other libraries, some are missing one articulation or the other.
And by all means, each one will have a different take/style when producing/playing the artics.

That being said, and from the libraries I know.. I think:
LASS2, MSS, NI SSSE, Afflatus, would be on the Characterful and/or Warm side..

CSS, Spitfire, on the Neutral side

Cinestrings will be your best bet, being quite balanced in terms of Character and leaning on the Bright side,
or Areia for a more Intense and Brighter sound..

Cinestrings are by no means a perfect library, they are equally as Flawed as they're Amazing..
but for a Bright Spiccato that would be my choice.

For the rest, LASS or MSS

Audiobro's MSS. It has this cool slider that lets your to switch between 4 short articulations(from the shortest to the longest among shorts). And they also have 3 or 4 dynemic layers if I'm not mistaken. SF, for example, often doesn't have more than 2.
    Try this

    Totally agree.

LASS 2 is undoubtably the most playable and realistic sounding spiccato library available.

No other library works as well in a mix and they blend brilliantly with real strings.

I am surprised that no one mentioned Fluid Shorts by Performance Samples. It's a library entirely and only of spiccatos and it does them quite well. I believe they discontinued the old version so you can only get the new 1 dynamic layer library, but it might still be something worth checking out.

They also have many free libraries with spiccatos

Performance Samples Fluid Shorts 2 are quite good, probably my favorite sounding spicattos at the moment. Only caveat is that they are only one dynamic.

When Pacific releases, I have no doubt that it's spiccattos will be king, just listen to this early test demo: https://www.dropbox.com/s/ggnufopzlgdrfvt/Test Pacific Spiccatos in context.wav?dl=0

You can download a freebie of the Pacific spiccatos on their website to get a taste, though it is limited in dynamics and rr's versus the full version. There's quite a lot of clever sampling tech going into these, giving you extremely realistic performance at various tempos.
