Btw, I just signed up for the trial for Arcade and tried to reproduce your problem.

I blocked outgoing Ableton connections with Glasswire (on Windows) / Little Snitch (on OSX Mojave ) and had no success ..
On both systems I didn't manage to get Arcade to access into their Cloud .. see the screenshot below.

Ok I am late to this party but I also want use arcade I installed little Snitch and blocking the whole Logic would not do it for me to get Arcade to work so with a few simple steps Arcade was connecting with logic blocked form the internet so my question is how do I know that other crack plug ins are not connecting too like omnisphere, Kontakt or waves does anyone have experience with it...
