At 1:14 & 3:47 there is this string run that play very high and with a unique fluidity:

I have listened to countless demos and reviews of this library, and nobody has covered on how to write in these kinds of runs. I also looked at the articulation list of this library and there does not seem to be an articulation that describes this sound. Does anybody know which other libraries there are that do this kind of run and what kind of articulation/play style this is?

 

This is not the best reply because I barely know about Orchestral VSTi programming.
But if I wanted to learn I'll look at the incredible presets of Sonuscore The Orchestra. Not the best sounding because is very small but the factory presets/snapshots are jaw-dropping.

I have the Bernard Herrmann composer toolkit.
What you should be looking at if you have the library is the high strings legato performance/techniques in the high strings section in the extended folder of the library,for the string runs
Andy Blaney is one of the best out there,what you need to understand is that this is detailed midi programing/playing

^ extended folder of high strings,also have a look at the decorative techniques & the fx articulations,vids/programming like the above is made with a combination of all these techniques/articulations

The most detailed articulation string library with the most detailed techniques is the Spitfire Chamber Strings or the Pro edition.
If you are starting out i would recommend the Sonuscore The Orchestra,as @Xupito said it is an inspiring library & will help you a bit with orchestration.My 2 favorites are the Spitfire Albion One & the Spitfire Bernard Herrmann composer toolkit.
If you are really into classical/orchestration check the Symphonic range,
& stay away from the BBC Orchestra if you don't have 64gb of ram & not serious about orchestration/being paid for what you do(your work)
Other libraries that i love & can do similar performance legato runs the the beloved Cinematic Studio Strings :

I don't think it's that difficult to find some legato strings and flutes to recreate this sound.
It's probably way more difficult to play it properly because this won't work with quantized (say 64th) notes. You need to play it in real time.
