Building a system with several VERY(!) slowly rotating big fans that make practicly no noise will save you a lot of money and headache.
I've been through this. You'll sacrifice performance, unless you throw all components in oil, which is a mess.
Simplest way to get to the goal: buy slowly rotating fans, don't connect them to 12v but to 5v instead.
If you're still not there solder a resistor in.
Don't know where you life, in some parts of the world it's not summer now. your system should'nt start throttling when temperatures are rising.

Yeah I know something like that exists,I had one on my previous pc,thanks wasgedn.
If it was possible I would like some 100% passive cpu heatsink,like the one on the link of my last comment.But for LGA 1151 TDP 65W for i7 8th generation cpus.

 

Yes,if I don't find anything else I will go with a Noctua alike cpu heatsink with a fan.

65w really isn't alot...

For the heat sink, we can have 2 choices. .
Not very heavy, not alot of copper, the surface will be small, and will require a very fast fan, or
A big and nice heatsink, with almost 1kg of copper... but then, a single, 12 or 24cm SLOW RPM fan will be more than enough.

We must take into account that today, all these fans, and their spinning mechanisms, they made a lot of progress on the noise side, that's why a fan from 15 years ago, and a 2018-19 one, it's like night and day.
These 12 or 14 cm fans, they make almost no noise at all. .. and when we select a lower speed. .. our the lowest speed avaliable, we don't even know if that thing is spinNing or not.

Yes, 65watts... that's not a lot.

 

Some fans are certified "Whisper Quiet". That's what is in my Creation Station. Really is quiet.

 

This is something I'm currently looking at. I currently have an NZXT H440 case and was bought back when I cared about aesthetics. I also have a Gigabyte GTX 970 G1 Gaming which won't allow you to spin the fans any less than 1500rpm (crappy Gigabyte drivers and software for it!) and a Corsair RM850 PSU that has seems to have a bit of a coil whine.

I was looking at something like the Fractal Design or BeQuiet! cases that are silence-focused, along with a new GTX 1660Ti that will allow to turn fans off and am scoping out passive PSUs too. Therefore, will be eager to hear what advice comes through this thread!

My Enermaxx PSU was very silent once upon a time. nowadays it is getting louder and louder which really suxx.

 

I work in a 3mtr x 5mtr room, carpeted concrete floor, double layer gyprock walls and ceiling, no windows and only a single door.
Having my server and PC in the same room created not only a considerable amount of noise but also generated a lot of heat, which required the A/C to be running, more noise.
I partly solved the issues by moving my server into an adjacent room (actually the laundry), but the PC still generated noise and a lot of heat.
As the PC needs to be in close proximity to my work area I looked at moving the cooling elsewhere. The PC is liquid cooled so I mounted a large radiator with pump and fans in the server room and ran the pipes through the wall and silence ensued.
This obviously has some short comings but my work room is for all intents and purposes silent. The A/C has a silent mode, which generates negligible background noise and is easily switched off when recording live audio.
I live on the north coast of NSW, Australia and summer temps are mid 30's plus and winter mid 20's plus.
Hope this gives others some ideas.

I haven't found any yet, or at least what I am looking for. It would be great if it would have multiple thermal zones so that components do not heat up each other
