It's not "UK ISPs", it's on Zippyshare's end, so either they've done a misconfiguration, or have blocked UK ip's themselves (perhaps to get around GDPR requirements or other legal things.)

If it's was an ISP block, you wouldn't get to their site and see a 403 error, you'd get some intermediary "blocked" page served by your ISP.

Not sure if that's what's happening in the UK.
There are changes going on with internet and privacy laws in secret that we believe will be eventually used globally to monitor and shut people up.
But thank you for taking the time to reply:)

Let's forget the conspiracy theories for the moment, and just stick to the technical ones.

"Blocks" stop traffic reaching particular destination sites. If the site was "blocked" by whatever third-party you want, your request would never reach Zippyshare. You'd get an error or a blocked page, from some other server, while it was processing your traffic.

The fact that Zippyshare's server is returning a 403, means your traffic *is* reaching Zippyshare, and the Zippyshare server is choosing not to honour the request, and instead returning an error.

Therefore the problem is with Zippyshare, or their server at least.

Now, if you're desperate for a conspiracy, then yes, it's *possible* that UK "agents" have infiltrated the server rooms of wherever Zippyshare is hosted, and planted malware on the server to make it return a "forbidden" 403 error from UK traffic... but it doesn't seem very likely, does it?

More likely, someone at Zippyshare or their host has implemented that change, either by mistake, or on purpose for some unknown reason. *Maybe* they were threatened by UK law enforcement and decided to implement this, which is possible.

But it's not at all the same thing as "UK ISP blocks".

Thank you once again for your reply.
I was being polite, and you seem to want to be sarcastic.
I am not an idiot and am well informed of how computer Networks work.
As for conspiracies, no one suggested that there was one.
And yes it would be very easy for GCHQ to infiltrate any server or network without the permission of the hoster/owner/data centre.
Laws are being changed and it is up to you to think or believe that they are not.
Once thank you for your reply and have a great day.:)))

Yes, Im on Windows 7 and if I VPN it as Germany or USA (didn't try any others) then it works, but if I VPN it as UK, it gives the 403 error.

losing Zippyshare would be a bad thing,
they are however DMCA compliant, aren't they?
if so, being blocked certain countries, would be less likely in my opinion.

Some UK ISPs are blocking access to VPNs - even to commercial http websites which merely sell or offer the service.

This is probably justified by its supporters by including it in the "child-friendly" settings which all UK internet connections have switched on by default. A VPN allows folk to avoid such a (adult/porn) block (and the mass surveillance of all internet users UK) hence it could be argued it is 'legitimate' to block access to sites offering VPNs, etc.

The UK is stepping everything up shortly with its national, internet "Porn Block". Another reason for ISPs to work against VPNs and their providers.

Yes they are DMCA compliant. They delete faster than other hosting services.
