With some kind of a resource editor a lot of things are possible. But then you have some plugins like u-he's which are made to be GUI editing friendly. Kinda like REAPER. They have their own GUI language that you can explore and edit their plugin GUIs.
Well, the OP is asking for plugins in general, and the truth is if they don't offer some straight facility or they aren't easily "hackable" with a resource editor like @SineWave said it's almost impossible. If the implicit context of my answer is ignored like you've done then I'd say: If you wanna spend the time it takes for every individual plugin (plugin company) then yes, it would be almost always possible.
