Tinywall ideally should block every connection, in and out, by default (or based by the mode you're using). Then, you start adding exceptions (like the browser, a program that needs update, etc)

For windows net limiter is usable. You should just provide rules for allowed ones and block the others.
Sometimes I am made to disable the block for example when want to use the onedrive in explorer, or when I want to activate a vpn. It seems there is no way to define a rule for it.

My question is can everything these “do not phone home” apps perform be executed manually so your cpu doesn’t take a small hit from background apps like Snitch.

It is hard to find all of those apps, so instead block all and allow some. The CPU isn't used! For instance, the Netlimiter service just use 11mb of ram and no CPU!

This is not supposed to be an ad, thought it may be helpful in the context of this thread:
I just saw "Hands off!" on sale as part of a bundle at bundlehunt.com.

I'm using Little Snitch on my Mac Pro and "Hands off!" on my notebook and they both seem to do the same and work fine.
The only obvious difference: "Hands off!" can also restrict disc access. Never checked the details, though.
Regular price is 49,99$, at bundlehunt there it's a "Choose 7 apps out of 45, 21,99$ total" promo.

Can someone please help me with understanding all this? I want to know either what program is like little snitch but for Windows and/or what I Ian do to keep track and block programs that are phoning home. Basically, I want to block everything except for my browser and some other stuff that need internet access. Thank You.

Little Snitch is a must have MacOS utility, friendliness of user interface and easy functionality plus reliability is unbeatable,
for Windows, the closest alternative I was able to find and properly test is "Windows 10 Firewall Control Plus" (don't get fooled by name, or discouraged by the maker website, it is compatible with previous versions of Windows too of course), worth checking out: http://www.sphinx-soft.com/Vista/order.html
