Just wanted to get some of you to weigh in on some good delays. Things I'd like it to do:

    VST3 preferred
    Tempo based or BPM/Manual timing
Mono or Stereo. Must be able to have two distinct timings for both stereo taps
    Ping pong.
    Wet/Dry adjustment
Low Pass High Pass on wet signal
Ability to set just one slapback, or multiple.

Any extra features would be a plus.

Up until now, I've been using several different simple delays. I'm wanting something that sounds good, and simplifies my workflow down to one workhorse delay. If different one's do better at different things, I am fine with using more than one, just wanted to get a community consensus and see what may fit the bill.

I second this. I've been looking for an alternative to this since I got my MBP (It's not cracked for OSX and I cannot afford it), but sadly there are simply no other plugin out there that is this fun to tweak. It's easy to use, can make pretty much any delay-effect you can think of, and it just sounds fantastic.

Replika looks really cool and very configurable.
I've checked out Echoboy before, but to be honest, didn't give it a full test at the time. Looking at the interface, it has some neat features I wouldn't have thought to ask for. I didn't see a way to have left tap and right tap set to different timings at the time I tested (eg, one 10ms off of the other). Will revisit it while I'm checking out Replika, though.
I'll have to wade through the PSP offerings to see what applies to me.
I'm currently working with Rock, if it helps.

UVI Relayer is my delay of choice. It is amazing for creative delay effects, really fun to use.

There is a "mode" selector in the middle of the interface. You are looking for "dual echo" mode.

Haha, yep, missed that entirely during prior testing. Thanks, @jayxflash! I've armed myself with the manual for the next test session.
What do you guys primarily use a delay for?

    Everything!

for me it's about spatial distribution, in sense of stereo & time.
    few tips:
    1. bandpassing (low and high cuts) are very important for blending.
    2. synced timings are a great starting point.
    3. try a slow compressor with a decent amount of compression after it. any (la-)2a emulation will do.

This is my weapon of choice. It's VST 2.4, but I couldn't find any competitor coming close to that awesome sound. It's fulfilling all other of your requirements, plus more.

You guys got all the essentials. Love MFM, Relayer, EchoBoy and Replika-XT.

Another personal favorite is D16's Sigmund.

One of many cool features is the ability to MIDI map the 2 LFO/Envelope modulators or to have them activated by transient detection.
