Set a nice loop section when the siren (first time) reaches its highest pitch, fine-tune your sample (in your sampler of choice) to fit your track - and you've got yourself a Zedd siren.

but what if i want to synthesize the same kind of sound in a synth?

 

Then you use pitch envelope, pitch bend, portamento/glide or slow sine LFO assigned to pitch.
Use something simple like a sine wave. Splash a little reverb.

FM8 Violin-like sound with Portamento fader cranked up really high, press one lower and one higher note at the same time (but mostly the lower one first with a few ms ahead) and then add another note over after some time when you want the sound to go down. Also you can switch oscilators waveforms on B C D E F and the modulation amount between them until you adjust the tone to sound closer to that Siren.
The Portamento slider must be automated, so you go for a less amount (85%) when the note goes up and then add more (90%) before the tone goes down so it would slide slower. (in case you wanna make the downlifter last longer.)
